It was only an example, I don't think that for roff it deserves a new command
but I also think that texinfo language features should be better seen as 
independant of the implementation. If there is a real interest in the foo 
format and there is a texi2foo maintained and up to date that could even be in
the manual. Afterall the TeX backend is allready a competitor for makeinfo...
But if you dislike it's not a problem. You allready advertise them on the
texinfo page, that's enough!

Maybe it could be possible to have @ commands for formats not yet handled by
makeinfo and just say something vague in the manual.

I agree that in general it is better to join forces especially when the 
resulting software can be copied at no cost. But a bit of friendly competition 
is good too and also having different points of view, especially when the 
designs are different.
