Concerning those entities ... they should be deleted, I think.  They
may make the XML code more legible if you don't have a Unicode
editor, but first Unicode is more and more available, and secondly
this makes Texinfo XML files unparsable when the DTD is not present.
However, if &#x...; sequences are directly written to the XML, you
can process it as a standalone file.
