    If de_AT doesn't exist

Two possible answers:
1) not our problem.  (Probably the way to go, for now.)
2) Assuming it's possible to query gettext if a certain locale LL_CC exists,
   perform that test, and if LL_CC does not exist,
   look for some other CC that does exist for that LL.  (Seems like your
   table already lists some reasonable "default" CC's.)

    But seriously: Maybe it's best to use the HTML (=XML) notation for
    @documentlanguage.  

I don't mind.  The two notations have to be mapped to each other either
way, and something sensible has to be done for just "de", "fr", etc. --
as you already partly implemented.  (Since documents already exist using
that.)

Yep, Karl Heinz did a lot of work on Texinfo a few years ago.  Amazing
how the paths keep crossing :).
