[texinfo-pretest] conditional macros problem

I don't see why this should be considered a bug.  The Texinfo manual
clearly says that using the --ifFORMAT switch processes @ifFORMAT and
@FORMAT, so --iftex should indeed process @tex.

In other words, it's a feature.
